Notice Regarding Colorado SB24-113

Colorado Skyline Juniors Volleyball Club is committed to providing a safe, respectful, and supportive environment for all athletes, coaches, and families. In accordance with Colorado Senate Bill 24-113, we are providing the following notice and related policies as part of our responsibility to uphold the highest standards in youth sports.

Prohibited Conduct Policy

Colorado Skyline Juniors prohibits the following conduct by coaches, parents, spectators, and athletes:

  • Any form of physical or emotional abuse, harassment, or bullying

  • Discriminatory language or behavior based on race, gender, sexual orientation, religion, or disability

  • Use of profanity, threats, or intimidation

  • Inappropriate or excessive criticism of athletes or officials

  • Substance abuse (drugs, alcohol, tobacco) during events or in the presence of minors

  • Sexual misconduct or inappropriate contact of any kind

All reports of prohibited conduct will be taken seriously and handled in accordance with our reporting and investigation procedures.

Code of Conduct

Colorado Skyline Juniors adopts the Model Code of Conduct provided by the Colorado Department of Early Childhood. Key expectations include:

  • Athletes: Show respect to teammates, coaches, officials, and opponents; play with integrity and sportsmanship.

  • Coaches: Lead by example, maintain professional boundaries, and foster a safe and positive team culture.

  • Parents & Spectators: Support all players, respect officials, and avoid disruptive or negative behavior.

Violation of the Code of Conduct may result in disciplinary action, including removal from team activities or events.

Background Checks

All Colorado Skyline Juniors coaches are required to pass a comprehensive criminal history record check before engaging in any coaching activities. This includes screening for:

  • Sexual offenses

  • Felony convictions

  • Other offenses that may indicate a risk to youth participants

Background checks are conducted annually to ensure continued compliance.

Mandatory Reporter Training

In alignment with Colorado law, all coaches must complete mandatory reporter training to recognize and report suspected child abuse or neglect. Certification is required prior to the start of each season and must be kept current.

Reporting and Investigation Procedures

Colorado Skyline Juniors maintains a formal process to report and investigate any violations of our Prohibited Conduct Policy or Code of Conduct. Reports can be made confidentially and will be addressed promptly.

To report a concern:

  • Contact our Club Director or SafeSport Coordinator via the contact page on our website

  • Use the online reporting portal (see below) for concerns related to coaching conduct

All reports are documented, and appropriate action is taken following an internal review or external investigation when required.

Online Portal for Reporting Coach Violations

To comply with SB24-113, Colorado Skyline Juniors provides an Online Coach Conduct Reporting Portal for parents, athletes, or staff to report concerns about coach behavior.

Reports are reviewed by our Compliance Officer and SafeSport Team within 72 hours. Investigations are handled promptly, and outcomes may include warnings, suspension, or permanent removal, depending on severity.
